I have ABSOLUTELY no amalgamation to Microsoft (nor practice I want to be one of their advisors) ..

I am merely a user of their old XP systems, who discovered a lot more virtually "how" to use paint, that nigh people volition ever know..

Simply opening a flick in paint and "immediately" shrinking it down to 25 %(which by the mode -- is an amazingly SMALL size -- even if you lot had an A1 size to begin with - which I dubiousness....
As that simply doesn't piece of work.
All that does is "miniaturize" the overall await .. to create a fuzzy avatar event.

What you need to do .. is open it in paint.. and "relieve as" a modified name --
ie: picture to resize (in full tone - 256 colour bitmap)

And so -- select all and open the "resize option" .. and TEST shrinking .. the saved-as version .. to see to what extent you CAN resize downward into?
Then save THAT equally a slightly different file name -- such as shrink one.png ?

And so print it off .. to come across if it LOOKS as good =every bit it should.. considering the "shrunken preview" you get in Paint.. isn't ever the bodily PRINTED AS "effect"..

I myself would NEVER consider shrinking below 50% as that's equivalent to 1/4 the size of the original - at which tiny size .. yes you WILL start to get a fuzzy shrunken grape look...

Effort and test.. and re-test, then test some more..
Never just exercise and wonder why information technology looks incorrect.!!!

Endeavour something else then...

Surely in your "printer preferences" (the settings of your printer "functionality" itself) there will be a settings option for "re-sizing" ANY document (notepad, written document, scanned thing, &/or picture etc.,) Earlier printing anything.

All i needs to exercise .. is "outset" the print function, and then select PRINTER PREFERENCES

Opening that - should reveal a whole heap of quirky things to exercise:

Such every bit...
BORDERLESS (total size one picture no border)
Landscape (sideways on - horizontal)
Foolscap (normal vertical page expect)B&W, or various "colour rendering" options.

You "should" fifty-fifty have the OPTION, of "printing multiple pictures, 1 ONE Page ..

Which by the manner -- is the absolute easiest (quick) way to resize anything, past pprinting 2 pictures on the i A4 newspaper, you automatically get TYWO "half size pictures, just cut the newspaper in half & toss the other motion-picture show in the rubbish bin..
Bingo ..
A Half SIZE PICTURE..

Or.. endeavor other "multiple picture options on a single A4 printout.

That's possibly the easiest, worry free fashion -- to downsize Whatsoever picture show ..
Or.. you canb "struggle' with whatever difficult to find "photo gallery options in that location are, to re-size (in viewing mode simply I am guessing) pictures for viewing ON YOUR SCREEN, which volition most probable never print at a reduced size later, OR...
?
Try something else..

Such every bit..
In PRE-VIEW PRINT (even if you HAVE forgotten to "select & Save" printer preferences)

There is a wee cog along the upper left taskbar, which SHOULD allow you lot to "modify" such weird things as

MARGINS

Which (funnily plenty) ..
IF You Brand THE MARGINS LARGE (the resultant "printed motion-picture show" IS FORCED to only "fit" betwixt the margins, thus rendering the "printed output..
Every bit SMALL AS You WANT IT TO Exist..
Works for me -- when I have to "select print" (with no printer options) and ONLY get the "prepare to print' page, every bit the MARGINS OPTIONS, is still bachelor

Re:
Your original question on Baronial 11th (2015)
With respect to the inability to get (yet another useless MS programme) "Photo Viewer" &/or the app (of aforementioned name) to work for you, with respect to "resizing anything.

[quote]

I cannot for the life of me figure out how to resize photos in Windows 10.  Photograph Viewer does not have the function, photos app does not have the office either.  The windows seven method of right clicking and irresolute either unmarried or batch photos is no longer there, and microsofts own back up folio for image resizing applies to windows 7, not windows 10.

Resizing photos is 40% of my piece of work, am actually in a bind not being able to do so.  Hoping someone can help!!!

[unquote]

Are you lot Merely attempting to "resize" the photograph's & pictures, for "saving them equally smaller file sizes" (without losing likewise much quality), or are you trying to "resize" for printing purposes (to become a smaller actual printer size output), or are you trying to resize for some other reason.?

I am "just an old XP paint user, who is also being "forced" to try to piece of work with (what now appear to be very) useless win viii.1/ win 10 "programs" .. who is "remembering' various self-discovered "options & tricks" that I used, back in the days, before I actually Constitute the "in-plan" resizing functions.

I institute upon "printing" that I could "easily" make minor (simply as articulate) resizings of pictures, by "pre-viewing the printer preferences, for "printing-out, non just borderless pictures at "one per page" - (or heavens forbid .. "NEEDING" FOUR OR Vi >>> A4 PAGES -- "per single POSTER size pic", every bit I blindly constitute one day -- when "playing with the printer'south own settings").

So -- possibly forget about trying to "observe" a way to impress-out annihilation in a pre-shrunk (reduced) size, from the program itself, and simply "brand the printer decide, how many "smaller pictures" it will print, on a single A4 folio, and and so "toss away" (by guillotining off) the unused actress prints, saving just the single Small-scale PRINTED PICTURE, obtained fro a single A4 print-out.
If you "select" say ?
Impress TEN FRAMES PER A4 PAGE ..
And so all 10 pictures (on that unmarried sheet of A4) will be 1 TENTH of their single A4 print size.

If however, you ONLY desire to shrink a file, into a much smaller file "size" for saving purposes..?

Surely there are other salve-as options, possibly in a different format, or possibly even just by "opening the file", in a dissimilar program could help, (& yep I use Pigment mostly), equally there may likewise be a "photo editing programme", that is bachelor (for gratuitous) somewhere on the internet, which will allow y'all to "resize" ALL of your pictures & photos, completely OUTSIDE of your (obviously useless) MS photo gallery program, that volition thus so allow you to resize the motion picture/photo before re-placing it back = into the (useless) photo gallery program (as information technology would then be in a smaller "edited" size).
